If you mean in the NHL................in 1991, Mike Gartner skated around a rink in 12.83secs - the only NHL player to ever break 13 secs.  In 1996 he set the All-Star game record with a time of 13.386s.  

In 2006, Marian Gaborik became the second player to break 13.2s when he broke that mark twice in the Minnesota Wild skills competition (with a best time of 13.118s).  At the 2008 All-Star game, Gaborik broke Gartner's record in the unofficial morning practice with a time of 13.319sec.
