You have to be a scientist the country is in DIRE need of, or, be the member of a minority of people in a given country that is in constant danger of being killed, for example, like being g*y in Saudi Arabia.  If you are Saudi, and you're g*y, you can request asylum in the U.S., citizenship is given to you quickly.  If you are a scientist with a rare skill, or a skill and knowledge the defense department wants, there is barely even any paperwork done, you just pack your bags and come here.  Be careful though; the INS has a trained team of psychologists who will be able to tell if you are lying regarding your sexual orientation.  There is no real "fast" way; if you are not homosexual in an Islamic country, you better find out what the department of defense needs and start studying.....
