I want to get fastrak at costco but who ever has fastrak can you pay by cash and how much do you need to deposit in your account?and what does it mean when it says low balance??? can you please help me

If you pay by cash, you have to put a $50 balance on the card.  

If you pay by cash, low balance is below $30.00, which means you need to recharge the card in increments of $40.  

If you pay by credit card, you need to put a $25 balance on the card, and it will automatically recharge when it gets below $15.
