can she claim the British citizen. Please advice.

Assuming that neither you nor your mother are living in the UK, you need to talk to the nearest British embassy or consulate.  It is unlikely that your mother can claim citizenship after your father's death.  You, as ther son, might be able to claim citizenship.  Some of the factors include:
