Fax modem opens connection momentarily then closes

Configuration Summary:     Devices configured to send faxes:         Broadxent DSI V.90 PCI DI3635         The TSID of these devices is XYZ.     Devices configured to receive faxes:         Broadxent DSI V.90 PCI DI3635         Devices are configured to automatically answer incoming fax calls after 8 rings.         The CSID of these devices is XYZ. Hyper Terminal work fine. But when I try to fax I hear the modem click on then click back off, I get a message the line was busy.
