Feed dogs won't raise Kenmore 385.18830 490

Question

After dropping feed dogs, the switch did not raise them back. I did try turning the wheel as someone suggested (several times) to help them pop back, no luck. I've removed the bottom where the switch is located and can't even tell how it works, so I'm dead in the water with no local repairman. Can you help please?
