Fever and A strange looking welt on her knee

two days ago my sister (4 years old) came home from next door with a bump on her knee that was red and a fever, and my mom wanted to wait and see if her fever would go down and today, she just looked at my sisters thing again, and its purple. I asked her why she hasnt teken her to a doctor yet and shes all like " i wanted to see if her fever would go down, and it has" but ya, im not there, im on vaca like 7 hours away visiting one of my aunts, and i dont even live there

what would it be?

maybe insect bite i would take her to md just incase wouldnt want it to get worse
