Ff display on motherboard, no beeps, solid light...

Question

ff display comes up on motherboard when powered on, light stay on - no flashing and no beeps. Solid light on hard drive light, and low light display on lights to left and right of hard drive light on front panel of Mid Tower Clone Case.Already reseated all of the motherboard components. Powered off the computer, disconnected both power cables on motherboard and cleared the ROM BIOS.checked the seating of the chip/processor and coating ? - silver putty. Thanks for your help
