Fiance denied visa what next?

She only got one piece of paper from the consulate in Saigon. It lists 4 'reasons' that I think we can rebut. but no appeals info. I see that once it gets back to the USCIS I can file an I-290B for either appeal, reopen or reconsideration, but is there something I can do NOW? Can I appeal at the consulate level too (they say there is not 'process' for that). Time is important, we are not kids, and my finance has an almost 21 year old daughter who I've also agreed to support, and if she can't come (because time runs out as a minor) I am worried that my fiance might reconsider (she would depend greatly on the daughter for social interaction and English help when I am at work, etc.)

  1. Find yourself a nice American bride.  You will have no chance that she is not marrying you for citizenship purposes.  Four reasons for not granting the visa?  Doesn't that tell you something?  Maybe she has tried many times with many different men to 'get out of her country' and her government has seen her misguided plans.
