How long should it take to get a fiance visa from the philippianes to Ameriaca after we meet in person in the philillianes and any other information I may need to know.

One of the biggest things is that the paper work can't be submitted until you have it all.  You will need NSO birth cert, if married, then divorce cert, if children birth certs of kids, and permission from documented father to take out of USA.
