Fiancee visa HELP!?

Hi Everyone!

Here is my situation, I want to file a petition for my foreign fiancee using k1 visa,I live in Michigan,both of us never been married before however my foreign fiancee(she is in Philippines) she had her k1 visa last year but she didnt get married,she backed out and before her visa expire she went back to her homeland, Im a little bit confused with this new law of the USCIS the IMBRA?Im not sure if this also applicable to my foreign fiancee,is she still needs to get a WAIVER TOO?or this IMBRA(International Marriage Broker Republic ACt.) is only applicable to the petitioner/american citizen?

  3. the first thing you must consider is; last year she already received a K1 visa and backed out , this will not look good for her, mind you i am not judging either one of you,

    but immigration will look upon this with a double look...... and you must prove that you relationship has been going on for a while, in her case? not sure this will pass? as for the rest of what you are mentionning? here is the article from USCIS:
