  1. scotland if he is a citizen in that country!

  2. First the question would be is your fiancee a dutch citizen.  Only citizen's of a country can apply for visas of foreign nationals.

If he is a Dutch citizen then you would apply for a Dutch fiancee visa.  If he is not, then there isn't much he can do, but would refer you to the Dutch consulate to pose those questions.

I personally have gone through the fiancee visa process here in the states.  I'm a US citizen who petitioned to bring my fiancee who is a Colombian national.

    Hope this helps.

    John.

  3. Scot.

  4. So who is moving where?

If you are a US citizen, and want him to go to the US to be with you, then you request a US fiance visa for him; his citizenship is irrelevant to the process.  The only issue is where he will actually apply for and receive the visa.  That is normally wherever he lives, regardless of his citizenship.

If you are moving to be with him, he must request a UK visa for you, so that you can get married.  Then you have to ask for a Dutch residency permit after you marry him.

And I notice that you don't think there is such a thing as "Scottish" citizenship.  You're off to a good start.
