I want to send a letter to a Federal Agency that oversee's car insurance companies and their responsibilities to the consumer

  2. You might to start with the state in which you live -- either the Attorney General's office or possibly with an agency that oversees insurance within your state.

    Also let the Better Business Bureau know of your problems.

  4. There is no Federal Agency....you'll have to file a complaint with your Department of Insurance in your state.  Insurance companies are regulated by the state, not the feds.
