Can the criminal case we filed against the couple be passed to the embassy of the country they work so they can not obtain visa to work there again? Will The Philippine Overseas Employment Agency be able to stop these criminals from running overseas again? Is there any other Philippine govt agent we can ask for free assistance? Pls help!

Yes try the agency. If that doesn't work you may have to sue in international court.
