please translate the phrase below into tagalog words:

"honesty is the best policy"

"Ang katapatan ang pinakalubos na panuntunan" would be another literal one (just like all the rest above.) I could make it better, but I'm having difficulty remembering a rarely used tagalog word for "ultimate" to replace "pinakalubos".

There's an actual Filipino proverb equivalent, though, of which the exact words just escape me at the moment. It involves a rhyme of "tapat" and "luwat".

EDIT: Oh, silly me. The proverb I was thinking of was "Ang mabuhay na tapat, magsasama ng maluwat" which is more about loyalty than honesty.
