  10. No 'by rats' will be a bit improper becoz, infest means to inhabit or over run in large numbers which is considered to be harmful..so a store room can be overrun by rats. However, when 'infest' is used, the most proper preposition will be 'With rats'. Rats did not infest but only the room was infested with something..right...so the room cannot be infested by rats but infested with rats..when 'by' is used, it means like the rats tried to bring a group of cockroaches and made the room get infested..then u could say, infested by rats (with something, in our eg.with cockroaches)..hope i made it little clear...
