Filter i need help please

what is the white little tube do???it has this black little ball ..i heard its a air pump or something and how do u turn it on?

The tube is an air line tube and the black ball is an airstone. The airstone makes dissolved oxygen and goes at the end of the airline tube.

The white tube is your air tube that sticks up out of the water.  The black ball goes on the other end of the air tube and this adjusts how much air goes into the tube.
