if level limit is on the field first and it puts a monster in def poisition, will final attack orders change it?

and

how about if final attack orders is out can will lvl limit change a lvl 4 monsters position?

for question #1 yes it will change.

For `question #2 Yes, which is ever played second will change the first effect.

the card that was last activated gets the effect. if level limit was first played and then final attack orders was played after, all face-up monsters will go into attack mode. if level limit was activated after final attack orders, lv4 + monsters will go into defense mode
