  1. Depends on the school and the government.  For example, if you went to say law school, you wouldn't get enough to cover your tuition and you would end up taking out private loans.  However if you went to a public university, you might get more.  They might offer your subsidized loans and nothing more or they might offer you that and unsubsidized.  I don't know the formula.  I am sure credit worthiness is taken into consideration.  Plus if you are under the age of 24, you have to file for Aid with your parents, which is BS because most people are independent at that age.  So that is also a factor.

Well if you are receiving pell grant then it is pro-rated based on the number credits that you are taking.  If you are a undergrad student as long as you are in at least 6 credit hours all of your student loans would pay out.  If you are a graduate student, then you must be enrolled in at least 5 grad hours then your student loans should pay out. And Scholarships is varies because each one has different requirements.
