The Convention was adopted and opened for signature, ratification and accession by the UN General Assembly on 18 December 1990.  However, it did not enter into force until  July 1, 2003, with the 20th ratification.  

There are currently 28 signatories and 37 parties to the convention (from Albania to Uruguay) - check the UN website for the specific countries:
