No do not find the Kafir and kill him that is not your job jihad means clensing yourself with allah not by finding other peoples defects,that itself is a sin let me tell you a story .

Once there was a woman who was a prostitute in the new muslim world and also a very godly woman who prayed 5 times a day and also noted the actions of the woman who lived next door to her but the bad woman never worried about her and repented to god for her actions they both died and wonder who was in heaven the woman who was the prostitute people asked god they were confused he said the woman who prayed only did it to show others was never done from the heart and the other woman did it with all her heart and moral is do not worry about kafirs or non kafirs do your good deeds whold heartedly and faithfully do not worry about others get it.........................

If u read the verse before 191, which is 190, it says to kill IF THEY FIGHT YOU.
