Find owner of car from license plate number?

how can you find out the owner of a car by its license plate number

You can't. Only law enforcement agencies with communications directly with the dmv can. You could try to hire a private detective, but even they will say the same thing. To hand out such info is an invasion of privacy.

if i was you just keep your eyes open and eventually youll run in to them again thats what happen to me and i made sure i got them that time

Sorry, not with the HIPPA laws (privacy act) that are in force.  If there's been a hit & run, you need to report it to the police in that jurisdiction.  They will run the plate and approach the registered owner.
