   point    = (1,5) = (x1,y1)

to solved your problem just used this equality :

m = (y2 -y1)/(x2 -x1)

put => m = (y -y1)/(x -x1)

          2/3 = (y -5)/(x -1) (crossed product)

         2(x-1) = 3(y-5)

         3(y-5) = 2(x-1)

         3y-15 = 2x-2  (solved this equation for y)

             3y  = 2x +13

               y  = (2/3)x + 13/3  => answer

verification:

(1,5) => 5 = (2/3)(1) + 13/3

              5  =  2/3 + 13/3

              5  = 5

∆y = 2

∆x = 3

From the point (1, 5),

x1 = 1

x2 = x1 + 3

x2 = 1 + 3

The line goes between (1, 5) and (4, 7)

y = mx + b

b = y - mx

b = 5 - 2/3

b = 13/3
