Finding out who a unlisted landline telephone number belongs to.?

I went to the website Intellius and paid a small fee for that information. Intellius began the search, but was unable to get any information. They said they since they could not get the information that they would not charge me. Does anyone know of a reliable site that would give me the information on a unlisted landline phone number?
