  1. Don't eat yellow snow.  There you have it.

  2. Ski patrols primary duty is not to treat injuries on the hill.  You stabilize the injury and get the individual off the mountain as quickly as possible.  If the injury is serious you radio for an ambulance to be waiting at the lodge. Many of the larger resorts actually have staff doctors that will help at the base lodge.  The real problem is that the insurance industry will eat you up if someone who is not a licensed doctor is working on someone on the hill.   Stabilize them, move them, have done with them.  Send them a nice note later and ask about their experience. Hoping that they won't sue and might come back and spend some cash in the future because you behaved in a professional manner.

Safety procedures in extreme weather conditions probably refers to potential avalanche conditions and or poor visibility.

Some area need to be closed due to potential avalanche danger.  Visibility will rarely close a mountain.  Blue poles on the fall line are used to help direct you in the proper direction.

I don't know if that helps at all.  but check out this site.
