First time using SMF Forums?

i want to make it so when people go to the forums it says

by going to this site you accept to all terms etc.. if thats not possible i also saw people made it you have 2 register to view the forums, How do i do that

You need to be logged in as the Administrator and go to the Security and Moderation menu. From there, you can set the levels and registration. I believe you can as well with the Members menu.
