Fishing spots for Oregon Pikeminnow bounty (w/o a boat)?

I want to do some bounty fishing during the week for these Northern Pikeminnow, but I don't have a boat. I'm looking for some spots on the Columbia (do they do it on the Willamette too?), where I can fish from a bank or a dock. Any help? Thanks

Its an interactive world fishing map that you can zoom into and screen for your type of fish and preferred method of fishing.  On the site you should be able to find some great spots around the Columbia and certainly other fishermen in the area who could help further point you in the right direction.
