Fix a bass not making notes in first frets?

Question

My bass (SX-100B Rogue) isnt correctly producing notes in the first 5 or so frets on all strings. Its kind of raspy as if the strings are bouncing off of something. Im not sure.

Problem with the neck bending backwards. If you are able to access the steel s***w to adjust do so.  

If that does no good then you can adjust the stringsfrom the bottom.
