Fix it ticket in CALIFORNIA?

hey, i drive a 2005 Lancer Evolution. I was making a right onto a street an the officer was making a right on the same street. I was getting on the freeway when I got pulled over. I asked him Sir why am i getting pulled over. Your lights are to bright they "almost blinded me" ( BULLSHIT ) Made me pop the Hood blah blah. He walks to the back you have a modified exhaust. Gave me a ticket for too loud and polluting air. However on the back on my ticket is a WHITE sticker says the following: state referree : No officer sign off.

Can i not fix it and just pay the full fine?

My exhaust passes smog and i dont think its too loud where it's illegal.

or

Get stock put on.. make an appointment and take it in. 700$ for stock.

Go to a auto wreckers yard and you will find one much cheaper. Try pick and pull.
