Flash will not atomatically flash/can't change...

I have a Sony cyber shot model # DSC-H9. During auto picture taking the flash will not open automatically during indoor dark settings. It also does not open at night while on most settings.
I went through internal computer to change setting and the only thing that is set is red eye reduction. Can you help?

P.S. Why does my lcd screen reveal the work (SET) in the lower L hand corner?
