Flat upstairs has water leaking into mine?

which has in turn leaked into the flat below me,we all own our flat's who is responsible for what insurance wise?

the owner of the building, due to the fact that it came from one of his flats.  providing of course thy are rentals, if not I hope the upstairs tennant has a good insurance policy to cover all three
