Floor tickets at a concert?

I want to go to this concert and i am looking at some floor tickets but next to the tickets they say what row they are in and i always thought that it goes by whoever got there first gets to be the closest. so is there actually rows on the floor?

yes there are rows on the floor and the only first come first serve or get the best spot is at some arenas  outdoors with ground seats or a free concert
