Flouting cities?

ive just been on msn news and apparently they are building these flouting cities if ever the world like drowns or somthing i guess and i was just wondering, how much would it cost to live on one, were abouts are they and will they be taking on any nature like plants and trees and any animals at all or will it just be people and have no nature at all?

If the world like drowns or something, I will be booking a room on Noah's boat where they will be taking on any nature like plants and trees and any animals at all.
