Flying into Uruguay from the USA do you need to fly into Argentina first?

And if so where do you fly into in Argentina and then how do you get to Uruguay, by train or what?

You don't need to pass for Argentina. Depends of the flight you are buying, but you can flight directly to Montevideo , If there are an stop in your flight you don't need to exit the airport.

But if your budget is the imperative , You can Flight from Miami to Buenos Aires for around 500 u$s and then you can take a Ferry or Buquebus from Bs As to Montevideo, is only a couple of hours crossing the river for around 20 u$s, there are busses too, or you can fly but is more expensive

you can fly directly into Montevideo or fly to Buenos Aires and then train it to Uraguay. it only takes a few hours...have fun!
