Fog king how in the h**l do you use it ???

im confused on how to property use fog king from the light of distruction set....its an expensive card so i kno it good but i dont know how to get it out ...can someone please help me...im new to the yu gi oh thing

ok, u can normal summon this monster by tributing 0, 1(effect) or 2 monsters(normal summon).  the ATK of the monster is total of all tributed(so 0 monsters=0, 1 monster=whatever that monster is and 2 monster=sum of the 2 ATK) that's the 1st part

the "can not tribute" is a continous that applies AFTER the monster is summoned(like jinzo etc) and it says no monster tribute is allowed.  that means as long as this card is face up on the field, nobody can tribute a monster(lvl 5 or higher) for a summoning or a card effect(mystical dimonsion etc)
