That's correct. When you see a sign that says "slower traffic keep right" it does not mean slower than me, it means slower than the limit.

Slow on the freeway means going slower than the flow of traffic.  Slow IS a relative term. If you're going 70 in the left lane and somebody is closing in on you from behind, you are going slower, be polite and merge right.  Do not try to enforce speedlimits by blocking speeders. You never know why they're speeding. For all you know they are trying to get their kid to the hospital.  (I know, most of them are just being jerks, but I would hate to be the one to hinder someone in an emergency situation!)
