Foot & Mouth Disease moved from island offshore of NY?

Does anybody know any links I can use to find out details surrounding Bush's plan to move the Foot and Mouth research center from its island near NY to the midwest? I sounds dangerous as h**l.

I would think that there is a certain amount of danger involved, however if safety precautions are adhered to it should be done without incident.
