In football I heard it all the time when a referee says false start offense and they choose a team number, for example false start number 31 and more. Whats that mean and why they choose a player like that. Also how come in NFL they only have 13min of half time isn't it suppose to be 15min half time. But in superbowl its 24min half time why is that?

Im living in east cost I'm in NJ. Im not a college football fan but next week I want to watch some college football games because I want to see history be made hopefully when LSU faces Appalachian state, it will be great game, so what time in east cost will be the game played. I want to LSU schedule it says 5p.m so is it on 5p.m east time. I mean LSU time dont match with ours right?
