For a bearded dragon, I know that the basking light should be turned off at night, but...?

Should the other light be turned off at night too, or be kept on 24/7?

Yes the UVB light should be turned off at night.

I use a night light at night. It's a blacklight especially for reptiles of a desert climate for a little extra heat at night. Although it depends on the temperature where you are. Do not use the red lights as they can hurt their eyes.

Do NOT use an under tank heater. Bearded Dragons cannot sense heat on their stomachs and the heaters can be fatal. Beardies have what is called a "third-eye" which can be found on the top of their head, it is just a spec, and looks almost like a pin hole. This is where they detect heat. That is why basking lights are used.

Yea there not nocturnal so treat it like a human. Give it 12 hours of light and 12 hours of night. Light on in day, light off at night.

by other light, do you mean the UVB? you'll want 10 to 14 hrs of daylight, the other time darkness to simulate real world. Just treat it like it was in australia. There's no 24 hr days there or a sun to beat UVB 24/7.

You should have a basking light (uv bulb) and a heat lamp.  Both should be on during the day. Turn off the basking light after about 10-12 hours of "day light".

At night you still need to keep the "warm" side warm. Two ways to do this are 1. undertank heater or 2. buy a night time heat lamp (usually emit red or blue light) but you can also find "coil" heat lamps that will get the job done. I recommend using the coil lamp at night for heat. Undertank heaters can be dangerous and the red or blue light could irritate you... (if the beardie is kept where you sleep).
