He may not have known it was a live rail. Not all countries use our system. They either use overhead electricity or diesel engines.

What few people haven't mentioned, if you are at a mainline station in the UK you have to pay to spend a penny (no pun intended). If you have no money you will be turned away. Many tourists have no idea about this payment. It is a disgrace that the railway companies charge for that. Here in Spain, you can use any loo you like free. Restaurants can't refuse you using their loos even if you are not a customer.
