Well just as the header asks is there a card that makes all your (or just all spells cost one less to play)?

Yes there is.  Like the first answerer said, they have cards that say all *color* spells cost one less to play, they have cards that say all *creature type* spells cost one less to play, and then they have some cards that say all *spell types* cost one less to play.  Here is a list in alphabetical order, and a link to each one beneath it.
