For balloons that you r stacking somewhere or puttin on a wall can you just blow them up or do you need helium

for example with that picutre from the link.. they are attached to something so they dont need to float. If i am attaching balloons to something can I just blow them up or do I need to use helium?

You could do either. I was once planning a party for one of my friends and we didn't have any helium, so we blew it up and taped them to the wall. Since they are stacked on top of each other it doesn't really matter if they are filled with air or helium.
