For commuters 2 downtown SF for work, if SF charged a fee for driving into downtown, what's the most u'd pay?

I'm working on a paper for school and I'd really appreciate your feedback. To tackle downtown traffic congestion, San Francisco is studying the prospect of congestion pricing, which means people who drive into downtown would have to pay a fee once you're in a designated "fee zone." The logic is that once a fee is imposed, drivers would start taking transit, walking or bicycling to work. Those who still drive would enjoy smoother traffic flow and public transit would be more reliable. Revenues from fee zones could be used for making transit improvements or other local needs. If you drive to a congested area for work, what is the most you would pay each day before you would change your mode of transportation? What obstacles do you think the local government would run into? Many say businesses would be most hurt, but in downtown SF, many people already take transit 2 work or 2 shop. Also, driving 2 SF is already expensive-with possible bridge toll & high parking fees, but ppl still drive.

  2. I don't think that charging a fee would solve any problems. Those who drive into SF still would. In your "best-case" scenario you would be able to keep out those few people who can't afford it really, quite unfair on top of eveerything, even if it did work.

    And people already pay a lot, you know how it is to park there.

    Let alone what the attempted effect is on businesses etc.

    Truly the key is to enhance public transportation. Caltrain for example could be very effective, but then you get to the city and it gets clumsy with buses etc. Hence cars...

    Just my two cents.
