If you are waiting behind the limit line at an intersection like the one you depict and the light changes from green to yellow, you have to stay put...If you are out in the intersection and the light changes from green to yellow, make your turn as soon as opposing traffic clears...You have to watch both the light and the traffic...Don't start making your turn until you see opposing traffic slowing (assume they are not) or have cleared the intersection.

    p.s. Just saw your multiple choice...In most cases, 'A' would be correct...In a wide intersection, you may have to go behind an opposing left turn...There are usually guide lines to direct you.
