For laying indoor/outdoor carpet how much preparation is needed?

replacing of indoor/outdoor carpet on outside stairs do I have to bring it right down to the brick or can I just scrap as much as possible and lay new stuff?

you are going to want to get it all off so there won't be lumps under the new stuff and so the adhesive will stick.  Down to the old glue should be fine.
