  2. Check the hot water heater. The lines are switched. (Possibly). If not, call a local plumber that can check it out.

  3. If you in a building where the utilities are supplied by someone else then give them a call and get them to sort it.

    If you are in your own place it would appear as though someone has been doing some plumbing and hooked up the hot supply to the cold lines.

    Another possibility is that you are in a very hot climate and the cold water lines are simply heating up in the outside temperature in which case to solve your problem you are going to have to insulate the cold water lines.

    Is it just those two lines which are hot, the other cold taps are still cold? If so I would take a look at where those two inlet lines are coming from. They may be stapped together with an un-insulated hot supply and you are getting heat exchange from one line to the other.

  4. The sink faucets hot water washer may be worn and is allowing hot water to cross-over into the cold water supply lines. You can test this by turning off the hot water supply valve under the sink and let it sit a couple hours. Then test the cold water side of the sink before turning the hot valve back on.
