  1. You're question was a bit vague.  Are you asking if you have to be a citizen of the country in order to teach there? Or were you asking about just being a student and attending public school?  

    Either way, i think it would depend on the country for either of those questions.

    In the USA, as far as i know, just attending a public school does not require you to be a citizen.  I have had many students who moved here from Mexico or other countries who were not born in the US but who are allowed to attend school here.  

    As for teaching in public schools in the US, that would depend on the States' requirements for teachers.  Each has their own requirements for Teachers.  I do know several teachers who have moved to the US and been able to teach with Emergency Credentials.  They were required to take some classes to meet the State's requirements for Credentialing but were given several years (i think it was like 3) to complete the classes and pass the tests required to be cleared and receive their Teaching Credential.

It depends on the country you are going to, but in the U.S., the answer is no.  Anyone living in a particular school district can go to the public schools there.  There is currently a lot of debate about whether you should be able to do so if you (or your parents) are living there illegally, but at least so far, that has not changed.
