For residents of new york city and newark how did they get the amtrack trains built under the hudson river.?

To correct ALCO83, the tunnels were not built by the NYC to get to Grand Central Station. The NYC did not go to Newark or tunnel under the Hudson River. Their line when north from Grand Central and was originally an open cut, but was covered with the advent of electric locomotives and a New York City law limiting the smoke from locomotives. The NYC lines north come out of the covered roadbed before they cross over a bridge into the Bronx.

a new tunnel is currently under construction as well.

but back then they were making the holladn and lincoln tunnel as well. there were many public works projects under way.

These tunnels far pre-date Amtrak and were built by both the mighty Pennsylvania and New York Central railroads during the very early 20th century to reach their stunning and legendary stations in downtown Manhattan, Grand Central Terminal (of the New York Central) and Pennsylvania Station (of the Pennsylvania Railroad, the above ground portion was torn down in the 1960s).  The tunnels were bored under the Hudson River and allowed for easier and more efficient services to both stations and they continue to serve quite well even today (I think plans are in the works for a few more tunnels to further expand capacity).
