It really is personal preference.  I like between 21 and 22 mph.  Novice riders should go between 19 and 21 until they are comfortable with basic riding techniques.  It also depends on the boat's wake and the length of your line.  The slower the speed, the bigger and wider the wake will be so you might need to shorten your line a bit to get to the best part of the wake for tricks.  Ideally, you want your board to be at the point where the wake is just about to break over.  Get your boat up to desired speed and drag your handle behind the boat, pull in the handle until it is just in front of this breaking point.  Give it a go.  If the wake is too steep, speed the boat up a bit and it will clean up a bit and you can let the line out to get to the optimal part of the wake.  Play around with speed to get your optimal speed.  Ensure that your driver and you are in sync with each other on the correct speed for you.  If you have a cruise control like Perfect Pass, this is easier and the driver doesn't have to be as experienced in controlling speed.  Practice makes perfect...  Good luck.
