I really want to get a tattoo for my 19th birthday.

I wanna get a small red heart design on the left side of my left ring finger.

On average, how much would this cost if I got it in color?

Call the local tattoo places and ask. They'll give you a better estimate. It depends on size, color, detail and probably the location of the tat.

While you're at it, you should always check up on reputations, also.

depend where you go... but i think you should get it on a special day like you 21st birthday

I'm not sure but I don't think tattooists will tattoo your fingers or hands. Last I knew they were only allowed to ink you from the wrist down. I work with a woman that has small tattoo on her fingers, she had a friend do it years ago and she regrets it so badly now because they look so tacky and ugly.

not really answering the question, but are you sure you want it so out in the open? some jobs force you to cover tattoos, so you would have to wear gloves, or a large ring
